The brutality and horror of the Fizar war deeply disturbed the thoughtful and well-intentioned Arabs. How many lives are lost in this war, how many children are orphaned, how many women are widowed and how many properties are destroyed cannot be counted. In order to prevent the Arabs from suffering such a senseless war in the future, prominent Arab patriarchs at the house of Abdullah bin Judayan Taymi. Together they edited a pledge in the name of Allah. Abdullah bin Jud'an was a very wealthy man in Makkah at that time. Moreover, he had considerable influence over the people of Abar as he had a special reputation throughout Arabia for his honesty, charity and hospitality. In this context, arrangements were made for the ceremony to perform the pledge at his home. 

Among the tribes that participated in the discussion meeting, the main tribes were Banu Hashim, Banu Muttalib, Banu Asad bin Abdul Uzzah, Banu Zuhra bin Kilab and Banu Tamim bin Murrah. All come together in the meeting and discuss the remedies for all injustices, lawlessness and senseless wars. At that time, the rule was that if a person from a tribe or clan, a relative or a person bound by a bond commits a hundred wrongs, all those involved must support him, no matter how big or terrible the wrongdoing is. In this consultation meeting it was decided that such a policy is grossly unjust, inhuman and degrading. So, this kind of heinous policy cannot be allowed to continue at all. They vowed: 

a) We will try our best to remove the unrest in the country.

(b) We will do our best to protect the property and dignity of foreigners.

(c) We will never hesitate to help the poor, weak and helpless.

(d) I will try hard to protect the weak countrymen from the injustice and oppression of tyrants and lawless people. 

It was a pledge to establish truth and justice against injustice and lawlessness. For this, this commitment-based service organization was named 'Hilful Fuzul' or 'Half-ul Fuzul'.

Once, while mentioning this topic, he said with a strong voice, "Even today, if an oppressed person says, 'O, people of fuzul angikarnama! I will surely respond to his invitation. Moreover, in another context in this regard, he said, 'In the residence of Abdullah bin Jud'an I was a participant in a pledge for which I did not prefer the impending delivery of a camel, and if I was called upon to make such a pledge in the age of Islam, 'I am present or ready. I used to say. 

Another relevant direct background to the establishment of 'Half-ul-Fuzul' is also known and that is, a man named Zubayd came to Makkah with some goods for business purposes. As bin Wayl Sahmi bought goods from him but kept them without giving him his due. He appealed to Abduddar, Makhyum, Jumah, Saham and Adi for help in this regard. another relevant direct background to the establishment of 'Half-ul-Fuzul' is also known and that is, a man named Zubayd came to Makkah with some goods for business purposes. As bin Wayl Sahmi bought goods from him but kept them without giving him his due. He appealed to Abduddar, Makhyum, Jumah, Saham and Adi for help in this regard. In an effort, the above clans came together to conclude a treaty and later the debt of Zubair was recovered from As bin Wa'il.'
